How can I file a complaint against my client who has not paid my dues for content freelance?

I am a freelance content writer and worked for a client. My client was working for a NGO and asked me to write the contents of BROCHURE and Newsletter for NGO. But as ured by him he has not released my dues till now? Please suggest me what should I do to extract the money? I want to file a complaint in the consumer court. Will that work? Please give wise and fruitfull opinions.
