Why are most republicans so hard headed about oil drilling?

They are whining to anyone that will listen...that congress is stopping oil drilling in protected areas.....the fact is that oil companys are sitting on thousands of oil reserves NOW... and will not pump them!...i have one that has been drilled and oil was hit....it was then promptly capped
